Washington, D.C., July 30, 2025 — A coalition of 92 Democratic members of the U.S. House of Representatives has formally called on Secretary of State Marco Rubio to launch a federal investigation into the operations of the Global Humanitarian Foundation (GHF), an aid organization backed by both U.S. and Israeli funding.
In a letter delivered to the State Department on Tuesday, the lawmakers expressed “serious concerns” over reports alleging GHF’s mismanagement of funds, potential political bias in the distribution of humanitarian aid, and violations of international humanitarian protocols. The letter urges the Department to conduct a full review of the group’s financial practices, partnerships, and operations in conflict-affected regions.
“Transparency and accountability are essential for any organization that receives U.S. taxpayer support, especially one operating in sensitive geopolitical environments,” the letter reads. “We are particularly alarmed by emerging evidence that GHF may have disproportionately funneled resources to specific regions in ways that undermine U.S. diplomatic credibility.”
The GHF has come under scrutiny in recent months following investigative reporting and whistleblower complaints alleging preferential aid distribution in Gaza and the West Bank, as well as undisclosed affiliations with political groups in Israel. Critics claim the organization’s actions may have violated conditions attached to U.S. foreign aid statutes.
Founded in 2012, the Global Humanitarian Foundation has long received bipartisan support for its rapid response efforts in disaster zones. However, growing partisan division over U.S. policy in the Middle East has fueled skepticism of organizations linked to military or political entities in the region.
While the State Department has not publicly responded to the letter, sources within the agency confirmed that the matter is under preliminary review. Secretary Rubio, who assumed the role earlier this year, has so far declined to comment on the controversy.
GHF, in a statement issued Wednesday morning, strongly denied all allegations and welcomed the call for an investigation. “We operate with full transparency, adhere strictly to international aid guidelines, and are proud of our work saving lives around the world,” the organization said.
The Democrats’ push for oversight reflects a growing rift in Congress over U.S. involvement in Middle East conflicts and the role of foreign-affiliated NGOs in shaping humanitarian outcomes.
The investigation, if pursued, could have significant implications for how aid is delivered in conflict zones and may prompt broader reforms in oversight mechanisms for international aid partnerships.
